Petitioner participated in the recruitment process of 2016 for appointment in the post of Primary Teacher and got selected. Subsequently, petitioner was appointed as Primary Teacher on 3rd October, 2018. 2.
It is submitted by the learned advocate representing the petitioner that petitioner took admission in D.El.Ed course for the session 2016-2018 and on successful completion of said course petitioner was awarded certificate on 22nd April, 2019. In recognition of petitioner's training qualification she was sanctioned 'A' category scale of pay. Petitioner prays for direction upon the concerned respondent authorities to treat her from the date of issuance of
training certificate, i.e., 22nd April, 2019 as a trained candidate.

Respondents are represented by learned advocates who have jointly submitted that at the time of participation in 2016 recruitment process petitioner was untrained and petitioner offered candidature as untrained candidate. Subsequent to appointment of the petitioner she obtained training qualification and certificate was issued on 22nd April, 2019. In consideration of obtaining training qualification petitioner was granted 'A' category scale of pay but it is contended that petitioner cannot be treated as trained candidate in connection with selection process of 2016 where petitioner participated.

Having considered the submissions made on behalf of the parties, it appears that petitioner participated in 2016 recruitment process as untrained candidate and on being selected joined the post of Primary Teacher on 3rd October, 2018. Subsequently, petitioner took admission in D.El.Ed. course for the session 20162018 and after successfully completing the said course petitioner was awarded certificate on 22nd April, 2019. 5.
In view of aforesaid situation though petitioner cannot be treated as a trained candidate in connection with the selection process of 2016 but due to obtaining
training qualification by issuing certificate in her favour on 22nd April, 2019 she should be considered as a trained candidate from the date of issuance of certificate relating to D.El.Ed course.

With the aforesaid observations writ petition stands disposed of.
