The writ petitioner has not been granted permit and his prayer for allowing his application, is rejected by the respondent authority. Thus, he is aggrieved and has preferred the present writ petition to redress his grievance.

Mr. Sattwik Bhattacharyya, learned counsel is appearing for the writ petitioner. He indicates that the prayer of the petitioner has been turned down pursuant to the notification dated June 6, 2014. 3.

He has further pointed out that however, even if the application of writ petitioner for permit has been turned down pursuant to the said notification, other persons have been granted permit, ignoring the provisions of the notification dated June 6, 2014. The relevant supporting materials have been enclosed by the writ petitioner with the writ petition. Thus, illegality, arbitrariness and discrimination against the writ petitioner, has been pleaded.

The several letters have been sent by the petitioner requesting for consideration of grant of permit, one of which is dated January 28, 2020.

It is submitted that none of the representations of the petitioner have yet been considered by the authorities.

Mr. Pantu Deb Roy, learned Additional Government Pleader is representing the State. He says that in view of the notification dated June 6, 2014 the petitioner's permit is not eligible to be granted. 7.

Heard the submissions and perused the records. Since, the respondent is yet to consider petitioner's requests vide different letters, it is found proper to dispose of the writ petition with the following directions:- (i). Let the writ petitioner submit a comprehensive representation before the respondent no. 3.

(ii). Let the concerned respondent consider the fresh comprehensive representation of the writ petitioner along with his letter dated January 28, 2020, by affording him an opportunity of hearing.

(iii). The hearing shall be held within a period of four weeks from the date of submission of a fresh comprehensive representation along with copy of this order and shall be disposed of by dint of a reasoned order.

(v). The order of the concerned respondent authority shall be communicated to the writ petitioner within one week from the date of its order.

Since no affidavits are called for, allegations made in the writ petition, are deemed to have been denied by the respondents.

This writ petition being WPA No. 12160 of 2024 is disposed of, along with the pending applications, if any.
