1. The petitioner's grievance that she was not allowed to join the service is preceded by the fact that her representations went unanswered.

2. The State respondents submits that there are serious allegations against the petitioner, who has not attended the meetings regarding initiation of disciplinary proceedings against her and/or joining of service.

3. It appears that the petitioner's grievance has not been addressed and she is entitled to a hearing before any further steps are taken against her.

4. I direct the respondent no. 6 to grant a hearing to the petitioner with adequate prior notice and pass a reasoned order in respect of her grievance.

The entire process is to be completed by February 28, 2026, upon passing of necessary order.

5. Respondent no. 6 will communicate such order within a period of ten days thereafter by March 10, 2026.

6. With the aforestated directions, the writ petition is disposed of.

7. There shall, however, be no order as to costs.

8. Urgent photostat certified copy of this order, if applied for, be supplied to the parties on usual undertaking.
