Chakraborty Mr. Ashok Halder ..for the petitioner Mr. Jahar Lal De Ms. Smita Das Dey ..for the State The petitioner was the leader of a self-help group, "Pran Sanchar". The self-help group used to supply midday meal to primary schools under the Amrity Gram Panchayat.

Records reveal that the petitioner lost her position as a leader of the 'Sangha' which formed the self-help group and, thereafter, the operation of the bank account of the petitioner was also stopped. Mr. Dey, learned advocate for the State respondents submits that as regards the dispute between the petitioner and the self help group, neither the State respondents nor the Panchayat authorities have any role to play. The removal of the petitioner and the decision to freeze the bank account are their internal issues.

The resolution of self-help group is also before this Court, from which it appears that there was a dispute between the petitioner and the members of

the self-help group with regard to accounts, bank passbook etc. It further appears that in view of the discrepancy in the accounts of Amrity Panchabati Mahila Sangha of which the petitioner was a member a letter was written to the manager, State Bank of India, Amrity, Malda to freeze the bank account of the petitioner. Thus, the dispute is between the petitioner and the Sangha and the Panchayat authorities do not have any role to play in the matter. Hence the writ petition is not maintainable.

However, the petitioner shall be at liberty to proceed against the self-help group in accordance with law, if so advised.

This writ petition is disposed of.

There will be, however, no order as to costs. Parties are directed to act on the basis of the server copy of this order.
