The State has come with instructions. The State has proposed 15th & 16th of May, 2023 or any date after the 21st May, 2023.

The petitioner wishes to hold the rally on 17th May, 2023.

Mr. Bandopadhyay, learned counsel for the State submits that there are other programmes prefixed on that date. But the particulars of any such programme have not been communicated to him or to this Court by the Simlapal Police Station.

In that view of the matter, the petitioner may hold the rally on 17th May, 2023, as indicated in the order dated 10th May, 2023, from Nandy Ghat to Simlapal Sabji Mandi and a public meeting at Phoolbari Math from 3 p.m. to 7 p.m. in the evening.

The State police may make arrangement accordingly. Any deficit that the State may face in deploying police, may be filled up appropriately by the
CRPF since the person to address the rally is a 'Z Category' protectee.

Learned counsel for the State has produced a report in the form of instructions dated 12th May, 2023 issued by the Inspector-in-Charge, Simlapal Police Station, Bankura and the same is taken on record. 7.
The petitioner shall name three persons responsible for the peaceful conduct of the rally. 8.
The place of rally and the ground of meeting shall be appropriately cleaned up after its completion. 9.
The rally holders shall comply with any lawful terms imposed on them by the Police.

With the aforesaid directions, the writ petition shall stand disposed of.

There shall be no order as to costs.
