The Panchayat is not represented despite service. Learned counsel for the petitioner submits that the private respondent is raising construction on plot no. 1461 without obtaining sanction from the concerned Panchayat. Denying such allegation, learned counsel for the private respondent submits that the construction is being raised in terms of the sanctioned building plan granted by the Panchayat. Learned counsel seeks to submit documents in support of his contention.

Such documents be submitted by way of an affidavit on the adjourned date.
