By presenting this writ petition on 10th May, 2023 petitioner has laid challenge to the selection procedure for appointment in the post of Clerk which was conducted in 2010 i.e. 1st Regional Level Selection Test, 2010 for non-teaching staff (Clerk). Petitioner prays for appropriate direction upon the concerned authority of the West Bengal Central School Service Commission since according to the petitioner selection process was not conducted appropriately.

The learned advocate representing the West Bengal Central School Service Commission submits that the selection process was complete far back in the year 2013 and thereafter panel was prepared

and the panel expired after the period of one year from the date of preparation of the same. Therefore, according to the Commission at this belated stage the claim made by the petitioner has become stale. Having considered the submissions made on behalf of the parties, it appears that the selection process was complete 11 years back; therefore the panel which was prepared also expired long back. It is trite that after expiry of the panel the right of the candidate who participated in the selection process does not survive.

Accordingly, no relief can be granted to the petitioner at this belated stage.

The writ petition stands dismissed.

However, there shall be no order as to costs.

Urgent photostat certified copy of the order, if applied for, be given to the parties, upon usual undertakings.
