None appears for the private respondents despite service. Affidavit of service filed in court be taken on record. A person in settled position is entitled to electricity supply. CESC authorities are agreeable to provide electricity supply to the petitioners. Acording to CESC authorities, they were obstructed by the private respondents from installing and energizing the meter in favour of the petitioners. In such circumstances, upon the petitioners paying all costs, charges and expenses for installation and energisation of the new meter, CESC authorities will proceed to provide new connection to the petitioners within a fortnight thereafter. In doing so, if CESC authorities find any obstruction from any person, CESC authorities will approach the local police
authorities for police assistance. The police authorities are directed to render adequate police assistance to the CESC authorities to provide new electric connection to the petitioners. The court is informed that there is a padlock put at the meter-room.
CESC authorities are entitled to unhinder the access to the meters located at the meter-room.
In the event, the CESC authorities find the meter-room to be under lock and key, they are at liberty to approach the police for assistance. Police authorities are directed to render appropriate police protection to the CESC authorities and break open the padlock in order to obtain unhindered access to the meter-room by CESC authorities.
WPA 12133 of 2021 is disposed of without any order as costs.
