1. The affidavit of service as filed on behalf of the writ petitioner is taken on record.

2. On perusal of the entire materials as placed before this court and after hearing the learned advocate for the Union of India and its instrumentalities, it appears that the writ petitioner has not made the jurisdictional District Magistrate as a party in the instant writ petition. It appears to this court that the State authority more specifically; the District Magistrate and Collector of the relevant district and other functionaries are appropriate authorities for issuing land losers certificate.

3. At this stage, learned advocate for the writ petitioner submits before this court that liberty may be given to withdraw the instant writ petition and file a similar such writ petition adding all necessary parties on the self-same cause of action.

4. In view of such, WPA 11526 of 2025 is dismissed as withdrawn. Liberty is given to the writ petitioner to file a similar such writ petition on the self-same cause of action, if so advised. (Partha Sarathi Sen, J.)
