1. Learned counsel for the petitioner submits that the petitioner was refused a new electricity connection by the Calcutta Electric Supply Corporation Limited (CESC Limited) on the ground of splitting of load.

2. It is rightly pointed out by learned counsel for the CESC Limited that such issues pertain to the jurisdiction of the concerned G.R.O. (Grievance Redressal Officer) under the extant provisions of law/Regulations.

3. Learned counsel for the CESC Limited is justified in so submitting since under the extant regulations of the WBERC, it is the G.R.O. who has jurisdiction to decide such factual disputes.

4. Accordingly, W.P.A. No. 12800 of 2024 is disposed of by granting liberty to the petitioner to

approach the concerned G.R.O. having jurisdiction to resolve such issues.

5. If so approached, the concerned G.R.O. shall act on a server copy of this order and resolve the issue raised by the petitioner in accordance with law, upon giving opportunity of hearing to all concerned, as early as possible, preferably within six weeks from such approach being made.

6. There will be no order as to costs.

7. Urgent photostat certified copies of this order, if applied for, be made available to the parties upon compliance of all necessary formalities.
