1. Affidavit of service filed on behalf of the petitioner is taken on record.

2. Petitioner participated in the selection process as untrained candidate and it is submitted today that petitioner obtained training qualification subsequently since examining body issued certificate after the cut-off date. Now, prayer is being made for consideration of the petitioner as trained candidate and permit the petitioner to participate in the selection process.

3. Writ petition is opposed by the learned advocate for the West Bengal Central School Service Commission.

4. 1st State Level Selection Test (Upper Primary) 2016 for open category is about to complete soon and 7th round counseling is over. Question would have been different if approach was made by the

petitioner when 2nd phase of selection process started from Rule 12(2) stage in terms of the order passed by a coordinate Bench. If at this stage petitioner is permitted to participate in the selection process as trained candidate in that event floodgate will open and similarly circumstanced other candidates who could not apply as trained candidate due to delay in issuing training certificate are required to be considered and such scope is not left since personality test is over by this time.

5. It is pointed out on behalf of West Bengal Central School Service Commission that petitioner did not approach the Grievance Redressal Committee after initiation of 2nd phase of selection process which opportunity was extended to the candidates in 2021.

6. In the present case petitioner has approached this Court by filing this writ petition on 22nd May, 2025 and at this belated stage no relief can be granted to the petitioner.

7. After preparation of list in the 2nd phase of selection process based on uploading of credentials by the candidates for participation in the personality test consideration of candidature as trained candidate who did not possess training qualification on the date of issuance of recruitment notice on 23rd September, 2016 ought

not to be permitted. Candidate ought to have approached Court before publication of list for holding personality test.

8. Writ petition stands dismissed.

9. Urgent photostat certified copy of the order, if applied for, be given to the parties, upon usual undertakings.
