3. The instant writ petition is disposed of by directing the respondent no. 3 to consider and dispose of the representation of the petitioner in accordance with law after giving a reasonable opportunity of hearing to all the necessary parties.

4. Steps shall be taken in the matter at the earliest but positively within a period of 6 weeks from the date of communication of this order.

5. A reasoned order shall be passed and communicated to the petitioner immediately thereafter.
