On 19th April, 2011 it was submitted on behalf of the writ petitioner that the petitioner had expired during pendency of the writ petition and an accommodation was sought for to bring the legal heirs of the writ petitioner on record but since then no steps have been taken for substitution of the legal heirs of the writ petitioner in stead and place of the deceased petitioner.

In view thereof, it appears that virtually the writ petition stands abated.
