Mr. Satyajit Mandal, Mr. Amar Nath Sen, Mr. Malay Dhar ....for the Petitioner Mr. Sahidul Islam ....for the State Affidavit-of-service is taken on record. Despite service, none appears on behalf of the respondents. The petitioner alleges that the Pradhan without giving equal opportunity to the other candidates had forwarded the names of five women candidates (village level functionaries) for training for the post of Field Test Kit User under the 'Jal Jeevan Mission' pertaining to Panchal Gram Panchayat, District-Bankura. Such list was forwarded to the Block Development Officer, Sonamukhi Development Block, Bankura.

According to the petitioner, the panchayat authorities did not publish any advertisement inviting applications from the eligible candidates, who were willing to apply for training for being engaged as Field Test Kit User under the said gram panchayat. Allegation is that the

Pradhan of the said gram panchayat had sent names of his favoured candidates, to the concerned Block Development Officer.

The petitioner is granted liberty to approach the Block Development Officer with her grievance. A hearing to all concerned, including the five candidates whose names have been forwarded, shall be given. The Pradhan of the Panchal Gram Panchayat shall also be heard. A reasoned order shall be passed and communicated to all concerned including the petitioner within a period of three months from the date of communication of this order. It is made clear that this order shall not be construed as a stay of the project or of the ongoing selection process. The writ petition is, thus, disposed of.

There shall be no order as to costs.
