The petitioner does not have any locus to move this writ petition.
The petitioner alleges that the respondent no. 4 has misutilised the funds which were provided by the Gochhati Gram Panchayat for performance of some job.
It appears that there is a private dispute between the petitioner and the respondent no. 4. A writ petition would not lie on this account. The writ petition is dismissed.
If the petitioner has any complaint with regard to wastage of public money, the petitioner is at liberty to approach the appropriate authority by pointing out such irregularities. If the petitioner approaches the appropriate authority, the allegations shall be considered in accordance with law. This order shall not be construed as an acceptance of the allegations made by the petitioner.
There shall be no order as to costs.
