I find that the delay in filing this application has been sufficiently explained, and the petitioner has demonstrated that the delay was caused by bona fide reasons.

Accordingly, CAN 2 of 2024 is allowed, and the delay in filing CAN 1 of 2024 is condoned.

This is an application for restoration.

Upon consideration of the averments made in the restoration application, I am of the view that the petitioner has sufficiently explained the reason for his non-appearance before this Court on December 6, 2023.

Accordingly, CAN 1 of 2024 is allowed.

WPA 11431 of 2022 is restored to its original file and number.

Re: WPA 11431 of 2022 Let the Corporation produce the relevant rules, regulations, notifications, and circulars governing mutation of an assessment record under Section 183 of the Kolkata Municipal Corporation Act.
