While the State respondents are represented, there is no representation on behalf of the private respondent being the respondent no.5, inasmuch as the envelope containing the petition stated to have been sent to the respondent no.5 has been returned with the endorsement "Addressee Refuged". The affidavit of service along with the said envelope containing the postal endorsement is taken on record.

The petitioner seeks issuance of a Writ of Mandamus commanding the respondents to

consider the petitioner's representation dated April 16, 2025.

The petitioner complains of a wrongful permit have been issued to the respondent no.5. The petitioner submits that the time table that has been allotted to the respondent no.5 for plying his vehicle clashes with the petitioner's time table. It is submitted that despite the petitioner having objected to the time table proposed to be granted in favour of the respondent no.5, the petitioner's objection has not been considered and a provisional time table has been granted to the respondent no.5 which is detrimental to the petitioner. The petitioner has, therefore made a representation dated April 16, 2025 before the respondent State Transport Authority. The petitioner is aggrieved by non-consideration of the said representation.

Having heard the learned advocates appearing for the respective parties and having considered the material on record, this writ petition is disposed of by directing the respondent no.3 to consider the petitioner's representation

dated April 16, 2025 and dispose of the same by a reasoned order, strictly in accordance with law, within a period of three weeks from the date of communication of this order upon giving an opportunity of hearing to the petitioner as well as the respondent no.5.

It is needless to mention that the reasoned order passed within the aforesaid time frame by the respondent no.3 shall be communicated by the said respondent to the petitioner within a week from passing thereof.

With the above observation WPA 11933 of 2025 stands disposed of.
