Mr. Pintu Karar, learned counsel appears for the petitioner.

Mr. Biswabrata Basu Mallick, learned Additional Government Pleader appears for the state with Ms. Parna Roy Chowdhury, learned advocate.

Ms. Pampa Dey (Dhabal), learned counsel appears for respondent nos. 3 and 4.

At the outset, the learned counsel submits that the cause-of-action in this writ petition should have been agitated before the jurisdictional West Bengal State Administrative Tribunal.

Accordingly, this writ petition WPA 11967 of 2025 stands dismissed as withdrawn with leave to file proper application before the jurisdictional State Tribunal on the self-same cause-of-action.

The petitioner shall file proper application before the jurisdictional Tribunal within three weeks from date.

In the event such an application is filed before the jurisdictional State Tribunal, the learned Tribunal shall come its logical conclusion in accordance with law as expeditiously as possible.
