This is an application under Article 226 of the Constitution of India which is completely barred under the laws of limitation as the same has been filed after more than 20 years of the order of rejection received by the petitioner.

This writ petition is also hit by the doctrine of laches and the doctrine of finality. No relief can be granted to the petitioner at this stage under any circumstances.

Accordingly, this writ petition is dismissed. No order as to costs.
