The petitioners have alleged irregularity on the part of the respondent no. 4 in the distribution of funds for different projects under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and have further submitted that the Pradhan has tried to favour some ineligible persons by assigning the projects and by appointing ineligible and fictitious persons to execute the said projects. Allegations have been made that the muster roll has also been interpolated.

The petitioners are neither concerned with the said projects nor did they participate in the said projects. They are also not claiming to have been

deprived in any way. Thus the writ petition cannot be entertained in this case.

However, a public spirited person can always point out such irregularities in an appropriate proceeding by filing appropriate applications in case the persons/villagers who are actually affected by non-grant of the project are not in a position to approach the court. The petitioners may lodge complaints before the authorities in accordance with law, which shall be considered.

There shall be no order as to costs.
