For the State Mr. Sanat Kumar Roy, counsel appearing on behalf of the petitioner submits that the petitioner is willing to submit the 'Scrap Certificate' as per the requirement mentioned in the 'Offer Letter' dated February 14, 2019. In light of the above, the writ petition is disposed of with a direction upon the writ petitioner to furnish the 'Scrap Certificate' within four weeks from date before the authorities concerned.

In the event such 'Scrap Certificate' is provided, the authorities concerned are directed to act in accordance with law and issue the permit within a period of three weeks from the date of furnishing of such certificate. There will be no order as to costs.
