The petitioner seeks quashing of the electricity bill issued by the concerned service provider on the ground that the bill does not contain the requisite particulars.
Mr. Saha Roy, learned advocate appearing on behalf of the respondents, refers to Clause 3.5.1 of the West Bengal Electricity Regulatory Commission (Electricity Supply Code) Regulations, 2013 and submits that Clause 3.5.1 makes provision for a Grievance Redressal mechanism.
In view of the above, the writ petition is disposed of with liberty granted to the petitioner to approach the Grievance Redressal Officer (in
short, GRO) and ventilate his grievance before the GRO.
If the petitioner files an application before the concerned Grievance Redressal Officer, the officer shall address the issues raised in that application and take appropriate steps in accordance with law. A reasoned order shall be passed after affording an opportunity of hearing to both the petitioner and WBSEDCL. Such order shall be communicated to the petitioner within fifteen days from the date of issuance of the order.
There shall, however, be no order as to costs. (Partha Sarathi Chatterjee, J.)
