After hearing the learned Counsel for the parties and in view of the reasons recorded by us in WP.ST 62 of 2021, similar directions are passed in this writ application also. The order passed in WP.ST 62 of 2021 shall also be incorporated in this order and this writ application is disposed of in terms of the order passed in WP.ST 62 of 2021. Since no affidavit has been filed, allegations made in this writ petition shall not be deemed to have been admitted by the respondents.
