Considering the cause in the writ petition, this Court is of the firm view that, this writ petition ought to have been filed and proceeded with before the Circuit Bench at Jalpaiguri.

Accordingly, the records are directed to be transmitted and sent before the Registrar, Circuit Bench, Jalpaiguri forthwith. After carrying out the procedural exercise the writ petition may be placed before the appropriate bench for consideration. Petitioner shall also be at liberty to mention before the appropriate bench, subject to its convenience and upon notice to the respondents. (Aniruddha Roy, J.)
