at Kumarpur, J.L. No. 368, Dag No. 32 dated August 19, 2021.

The writ petitioner submits that the club has been conducting 'Durga Puja' for every year since 2007. The writ petitioner was granted permission on August 19, 2021 based on which, further expenditure has been incurred. It is submitted now that on the pretext of clarifying conditions to the said licence dated August 20, 2021 when the writ petitioner went to meet the respondents, the licence has since been revoked. Mr.

Amitesh Banerjee, learned Senior Counsel for the State submits that the licence has

been refused for this year on the apprehension of Cyclonic Storm during the said period.

Since no formal communication of the reason is available either with the writ petitioner or on record, the Executive Engineer, Contai Irrigation Division, Irrigation & Waterways Directorate, Government of West Bengal, shall communicate the reasons, if any, for revocation of the licence i.e. on August 19, 2021, mandatorily and positively within a period of 4 days from date. The writ petitioner may take appropriate steps in accordance with law thereafter.

With the aforesaid directions, WPA 13406 of 2021 is disposed of.

There shall be no order as to costs.
