Since 2001, the petitioners have been working as "Junior Clerk" on contractual basis under a project namely, "All India Co-ordinated Research Project"

undertaken by the West Bengal University of Animal & Fishery Sciences (W.B.U.A.F.S) on "Goat Improvement". It has been submitted by the learned advocate for the petitioners that Executive Council of the West Bengal University of Animal & Fishery Sciences adopted a resolution for regularisations of service of the petitioners and thereafter necessary approval was sought from the Government.

It is the case of the petitioners that their service should be regularised in terms of a Government Order No. 6059F- June 25, 1979 issued by the State.

It appears from a communication dated February 25, 2022, that the State sought certain clarifications from the Registrar of the University. The University gave reply to that communication on 7th March, 2022. Again by a letter dated June 9, 2022, the State raised some additional queries. Petitioners allege that thereafter no were steps taken by the University.

In that view of the matter, I deem it fit and proper to dispose of this writ petition on the following terms: a.) Within one month from the date of this order the University will furnish the required information in response to the said letter dated 5th June, 2022 to the Special Secretary, Animal Husbandry, Government of West Bengal.

b.) Upon receiving such information from the University, the Special Secretary, Government of West Bengal Animal Resource Department will take a decision within a period of one month regarding the regularisation of service of the petitioners. The decision should be communicated to the petitioners within one week thereafter.

c.) The Special Secretary Government of West Bengal will be at liberty to hear the University as well as the petitioners before arriving at his decision.

Since the affidavits have not been invited, the allegations of the writ petitions are deemed to be denied by the respondents.

WPA 12889 of 2022 is accordingly disposed of. All parties shall act on the server copies of this order duly downloaded from the official website of this Court.
