Learned advocates representing both the parties submits that the issue in question has been decided by this Bench vide judgment dated April 19, 2024 in WPA 165 of 2021 with CAN 5 of 2022 in the matter of Swarnajit Basu & Ors. v. Union of India & Ors. In view of such submission, the mandate passed in the matter of Swarnajit Basu (supra) will cover this case also.

The writ petition stands disposed of.
