(Via Video Conference) Mr. Arindam Chattopadhyay Ms. Lipika Chatterjee Mr. Soumik Dey ... for the petitioner Mr. Jishnu Choudhury Ms. Amrita Panja Moulick Ms. Amritalal Chatterjee ... for the State Mr. Puspendu Chakraborty ... for the IOCL/ respondent nos.2, 3 and 4 The writ petitioner complains that certain persons who are Drivers, are extorting money from him to permit him to operate the petroleum product supply business particularly that of Indian Oil Corporation Limited, Rajbandh terminal.

The petitioner is unable to name such persons out of fear. The Officer-in-Charge, Kanksa Police Station has submitted that despite repeated requests, the petitioner is not naming any particular persons and hence they are unable to take steps.

The threat perception to the petitioner still continues even till date.

In such view of the matter, the Officer-in-Charge, Kanksa Police Station shall provide necessary Police

protection to the petitioner to operate his business, at his own costs.

The deployment of Police personnel for the petitioner shall be contingent on payment of any costs that shall be communicated to him by the Kanksa Police Station.

It is made clear that in the event of any names being subsequently provided by the petitioner, Kanksa Police Station shall register FIR and investigate the matter.

With the aforesaid observations the writ petition is disposed of.
