The Zilla Parishad is not represented despite service. The petitioner is a registered society represented by its secretary. In terms of work orders issued in favour of the society by the Block Development Officer, Raninagar I Development Block on 16th January, 2023 and 13th March, 2023 for construction of individual household latrines, the petitioner constructed the same within the stipulated time frame and raised bills before the authority. Inspection of the new construction was held by the Nirman Sahayak of the Panchayat.

The petitioner submitted several representations before the concerned authority for clearance of his bills amounting to Rs.5,52,000/- but to no effect. A resolution was taken by the petitioner society pursuant to which a legal notice has been issued upon the authority on 21st February, 2026 seeking release and disbursal of the bills. The petitioner prays disbursal of the due amount by the concerned authority.

In view of the submission made on behalf of the petitioner and documents on record, the Block

Development Officer, Raninagar I development block and Executive Officer, Raninagar Panchayat Samity, being the 4th respondent herein, is directed to take necessary steps for disbursal of the dues of the petitioner upon completion of all requisite formalities/procedure within six weeks from the date of communication of this order.

The writ petition is accordingly disposed of. There shall however, be no order as to costs. Since no affidavit is invited, the allegations contained in the petition are deemed not to have been admitted. Urgent certified website copy of this order, if applied for, be supplied to the parties upon compliance with all requisite formalities.
