The writ application has been preferred praying for direction upon the respondent no. 1 to complete certificate proceeding within a specified period and also consider the representation dated 22.08.2022 and 04.03.2024 filed by the writ petitioner.

Learned counsel for the State is present and has placed a report wherein it is stated that the Controlling Authority has completed the proceeding pending before him. Let the same be made part of the record.

It appears from the materials on record that the Controlling Authority passed an order 15.01.2016 and certificate was issued on 01.08.2018. But since then there has been total inaction on the

part of the certificate officer and the petitioner is still waiting for gratuity amount.

On hearing the learned counsels for the parties and considering the materials on record, the writ application is disposed of with the direction that the certificate officer, North 24 Parganas, Barasat shall conclude the certificate proceeding within two months from the date of communication of this order as per the relevant provisions of the Payment of Gratuity Act and granting opportunity to all the parties concerned.

A copy of this order be sent to the District Magistrate and Collector, North 24 Parganas to supervise and ensure that this direction of the High Court is diligently carried out by the concerned certificate officer.

The present writ application is accordingly disposed of.

8. All connected applications, if any, stand disposed of.

9. Interim order, if any, stands vacated. 10.

Urgent Photostat certified copy of this order, if applied for, be given to the parties, upon usual undertakings.
