The Assistant Engineer and Station Manager, Nasibpur Customer Care Centre, West Bengal State Electricity Distribution Company Limited, informed the petitioner that on the basis of the petitioner's application for new domestic connection, an inspection was held. It was found that the infrastructure of the West Bengal State Electricity Distribution Company Limited did not exist in the location of the proposed point of supply. The techno economic feasibility study was required to be undertaken. It is further submitted that recently the authorities went to the site in question, but did not find the petitioner. The registered phone number was also inoperative. Under such circumstances, connection could not be granted.

The learned Advocate for the respondent Nos.4 and 5 submits that his clients do not have any objection to grant of connection, if such connection is given through a route which does not cross over the land of the said respondents. The writ petition is disposed of directing the petitioner to approach the office of the Station Manager, Nasibpur Customer Care Centre, West Bengal State Electricity Distribution Company Limited on any working day at around 12.00 noon. The authority shall accompany the petitioner along with other officials for identification of the premises, in respect of which the petitioner seeks connection. The respondent Nos.4 and 5 shall also be present during such inspection. During such inspection, the route shall be fixed.

If the petitioner can satisfy the authority that the land is ready for grant of new connection and it is techno economically feasible to grant such connection, connection shall be granted through a proper route, upon compliance of all necessary formalities by the petitioner.

The entire exercise shall be completed within a period of four month from the date of communication of this order. If it is found that connection cannot be granted for whatever reason, the same shall be informed to the petitioner by a reasoned order. The writ petition is, thus, disposed of.

There shall be no order as to costs.
