Siddiqui, Mr. Nilotpal Chatterjee ... for the State The petitioner, claims himself to be a human rights defender, handicapped, social worker, founder and existing president of Hulashpur Modern India Senior Madrasah. He filed a representation before the respondent authorities praying for making enquiry with regard to the illegal and unauthorized committee formed in the said Madrasah.

It appears from the documents annexed to the writ petition that the prayer of the petitioner for

conducting an enquiry was acceded to by the District Inspector, Minority Affairs, Malda and the enquiry report has already been submitted before the Additional District Magistrate (Malda) way back in the year 2015.

The learned advocate for the petitioner is praying for conducting the enquiry all over again. The Court is not convinced with the status of the petitioner and his right to move the writ petition before this Court. It does not appear that the petitioner is an aggrieved person and as such he does not have the right to file an application under Article 226 of the Constitution of India.

In view of the above, no relief can be granted in the instant case. The writ petition fails and is hereby dismissed.
