None appears for the respondents despite service. Mr. Ansar Mandal, who usually appears for the State and is present in Court, is requested to represent the State in the matter. His appointment be regularized by the office of the learned Legal Remembrancer.

The petitioner should serve copy of the writ petition alongwith all annexures thereto to Mr. Mandal in course of this day.

It is submitted on behalf of the petitioner that though the petitioner was held eligible for inclusion in the exempted category as a land loser pursuant to earlier orders of this Court, the Joint Director of Employment, West Bengal, by a communication made on 13th July, 2017 has informed the petitioner that he is not eligible for such enrollment in terms of Clause 3 of the notification No.301Emp/1M-10/2000 dated 21st August, 2002. The relevant clause of the notification as well as the communication issued on 13th July, 2017 are assailed in the writ petition.

Learned counsel for the State respondents seeks to take instructions in this matter.
