The writ petitioner is the permit holder with respect to the route from Garbetha to Haldia and is plying his vehicle in terms of the timetable granted to him. 3.

He has been aggrieved with the timetable granted to the private respondent on the same route for the reason of common alignment and overlapping of the route.

The writ petitioner has, thus, put forth his grievance by dint of the two representations dated April 1, 2024 and May 13, 2024, before the concerned authorities. Both are being pending without consideration. 5.

Mr. Bhaskar Nandi, learned counsel appearing for the writ petitioner seeks early consideration and disposal of those prayers of his clients, as regards the timetable.

On behalf of the private respondent, it is submitted that the private respondent is now plying the vehicle as per the timetable granted to him.

Mr. Amal Kumar Sen, learned Additional Government Pleader is representing the State. He submits that

though a person may be granted a permanent permit, the timetable issued to him would always be a provisional one, in terms of the rules and subject to change as per convenience of the business. He insists that the necessary direction be issued upon the respondent authorities to consider and dispose of the two representations filed by the writ petitioner as mentioned above.

Considering the submissions, this writ petition is being disposed of with the following directions:- (i). The respondent no. 5 is directed to immediately consider and dispose of writ petitioner's prayers vide letters dated April 1, 2024 and May 13, 2024.

(ii). In doing so, the respondent no. 5 shall afford opportunity of hearing to the writ petitioner and the private respondent and/or any other person/persons as it may deem fit and proper. (iii). The entire exercise as above shall be concluded by the respondent no. 5 within a period of four weeks from the date of communication of copy of this order, by dint of a reasoned order. (iv). The order of the respondent no. 5, thus, arrived at shall be informed to the writ petitioner as well as the private respondent within one week thereafter.

Since no affidavits are called for, allegations made in the writ petition, are deemed to have been denied by the respondents.

10. This writ petition being WPA No. 14957 of 2024 is disposed of, along with the pending applications, if any.
