This matter shall be governed by the said judgement and order and concerned respondents are directed to take appropriate steps in this regard so that the petitioner does not suffer any prejudice for no fault of his own.

The report filed by the Board after revisiting the issue affirmed on 27.02.2023 is kept on record. With the above observation and direction, this writ application is allowed.
