The petitioner is an Assistant Professor of Kalyani Government Engineering College at Kalyani. It is not in dispute that the petitioner is a State Government employee.

It has been submitted on behalf of the petitioner that this writ petition can be maintained before this Court since he seeks benefit of his past service rendered at Visva Bharati University.

At the time of filing of this writ petition, the petitioner was employed under the State Government and he continues to serve as a State Government employee.

He should approach the West Bengal Administrative Tribunal for redressal of his grievance as a Court of first instance. The writ petition is not maintainable before a Single Judge of this Court. Accordingly, WPA 15031 of 2017 is disposed of. There will be no order as to costs.
