Heard learned advocates appearing for the parties. On perusal of the writ petition, I find that the respondents against whom petitioners have asked for relief raised his grievance are private person and not "state" under Article 12 of the Constitution of India and as such this writ petition being WPA 14227 of 2022 is not entertainable and accordingly, the same is dismissed. However, dismissal of this writ petition will not be a bar for the petitioner to avail the appropriate remedy available to him under the law.
