The Block Development Officer, Rajarhat Development Block has forwarded an undated report which mentions that there is no existence of the Town Vending Committee in the Panchayat Samity or the Gram Panchayat level and, accordingly, there is no scope for issuance of a vending certificate in favour of the petitioners.

The report further mentions that the local authority is the competent authority to provide civic services and to regulate street vending.

The application of the petitioners seeking grant of vending license is pending consideration before the Panchayat. As it appears that the petitioners have already been issued trade license by the Gram Panchayat, accordingly, the petitioners are directed to

forward the copy of the said application along with the copy of this order to the Panchayat.

The Panchayat is directed to take into consideration the petitioners' prayer for grant of vending license in accordance with law at the earliest but positively within a period of eight weeks from the date of communication of this order.

The writ petition stands disposed of.

6.

Urgent photostat certified copy of this order be supplied to the parties, if applied for, as early as possible.
