The petitioner claims to be a tenant under respondent no. 5 in respect of premises no. 14, Jeliapara 1st Bye Lane, Howrah.

Despite service of notice, respondent no. 5 is not represented.

Learned advocate appearing on behalf of the Calcutta Electricity Supply Corporation Limited (CESC) submits that pursuant to the petitioner's application, CESC made two attempts to conduct an inspection of the premises. However, due to resistance from respondent no. 5, the inspection could not be carried out.

In view of the aforesaid facts, CESC is directed to conduct a fresh inspection of the premises with the assistance of the local police authorities.

The petitioner shall bear the necessary expenses towards police assistance.

The police authorities shall be at liberty to break open the padlock of the meter room, if needed. Based on the inspection report, CESC shall decide the petitioner's application for a separate electricity connection, strictly in accordance with law. The entire exercise shall be completed within a period of six (6) weeks from the date of this order. Accordingly, WPA 14176 of 2025 stands disposed of.

Urgent photostat certified copy of this order, if applied for, be supplied to the learned advocates for the parties on usual undertakings.
