It is the grievance of the petitioner that he was appointed as a Clerk-cum-Typist at Shirakole Mahavidyalaya, South 24 Parganas. Subsequently, he was promoted to the post of cashier in the year 2002 by the college. The petitioner submits that though his promotion was made in compliance with the applicable Government Rules/Notifications, the Director of Public Instructions, West Bengal till date has not accorded any approval to his appointment. It appears that the Principal of the College by a letter dated April 23, 2022, requested the Director of Public Instructions, West Bengal to take necessary steps for the approval of appointment and fixation of pay of the petitioner.

In that view of the matter, I direct the Director of Public Instructions, West Bengal to take a decision with regard to the approval of the petitioner as the Cashier of the relevant college within a period of six weeks from the date of communication of this order. The decision with regard to the approval should be communicated to the petitioner within one-week thereafter.

In arriving at his decision, the Director of Public Instructions, West Bengal, if necessary, shall hear the college.

Accordingly, WPA 14285 of 2023 is disposed of.

Urgent photostat certified copy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
