On hearing learned counsels for the parties and considering the report submitted and the materials placed, the writ application is disposed of with the direction that the Certificate Officer, South 24 Parganas shall make all endeavour to dispose of the proceedings within a period of two months from the date of communication of this order. Consequently, pending applications, if any, stand disposed of.

Interim order, if any, stands vacated.

There will be no order as to costs.
