After hearing learned counsel and considering the order passed by a learned Judge on 10.12.2021 in WPA 7886 of 2018 directing the District Registrar, Paschim Medinipur to consider the petitioner's representation, it appears that the Inspector General of Registration is the competent person to give his observations on the representation made and then forward the same to the Secretary, Department of Law of the Government of West Bengal. This is according to the relevant Rules and as per the submissions made by learned counsel appearing for the State.

WPA 14624 of 2022 is accordingly disposed of with a direction on the Inspector General of Registration to give his comments on the representation which was forwarded to the Inspector

General of Registration and thereafter forward the same to the Secretary, Department of Law, Government of West Bengal. The entire exercise should preferably be completed within a period of three weeks from date. A copy of such shall be made available to the petitioner within a week from the date of forwarding the representation from the end of the Inspector General of Registration.

Urgent photostat certified copy of this order, if applied for, be given to the parties on usual undertakings.
