The petitioner alleges inaction on the part of the Malipanchghora Police Station, Howrah. It is submitted that the petitioner had complained that the private respondents were preventing an electrician from inspecting wires and connections on a common pathway. Despite notice, the private respondents are not represented.

This Court is of the view that no private electrician can inspect any electrical line that is on common pathways. The authority, to do so, would only be within the authority of the licensee, the CESC in the instant case. The petitioner may, therefore, approach the CESC with an appropriate complaint.

In any event in respect of the other civil claim in respect of the property/pathway, the petitioner may take out appropriate civil proceeding in that regard. The writ petition is disposed of.

In view of disposal of the main writ petition, connection application being CAN 1 of 2021 is disposed of.

There will be no order as to costs.
