The writ petition has been instituted, inter alia, challenging inaction on the part of the concerned respondent authorities in processing general transfer application of the petitioner who is an Assistant Teacher in a Government aided High School in the District of Uttar Dinajpur.

During the course of hearing, the learned advocate representing the petitioner has drawn attention of this Court to a document which is at page 46 of the writ petition wherefrom it appears that after submitting the application online on Utsashree portal it was found by the head of the institution that the application was lacking necessary documents but it has been submitted on behalf of the petitioner that subsequently

documents were submitted and the application was lying with the head of the institution. After the aforesaid development took place upto 20th June, 2022 Utsashree portal was suspended with effect from 29th September, 2022.

In view of suspension of Utsashree portal at present transfer application of the petitioner cannot be considered and processed by the concerned respondent authorities Accordingly the writ petition stands disposed of granting leave to the petitioner to file application afresh in accordance with law seeking transfer, if situation so arise.

However, there shall be no order as to costs.

Urgent photostat certified copy of this order, if applied for, be given to the learned Advocates for the parties on the usual undertakings.
