Learned advocate appearing for Calcutta Electric Supply Corporation (CESC) submits that, owing to resistance from respondent no. 4, the inspection could not be conducted by the CESC officials pursuant to the petitioner's application. Despite service of notice, respondent no. 4 has not to appeared.

There appears to be no justification for keeping this writ petition pending any further.

Accordingly, this writ petition is disposed of with a direction upon CESC to carry out an inspection of the premises within a period of two weeks from the date of this order, with the assistance of the local police, if necessary.

In the event of any obstruction, the police shall be at liberty to break open the padlock of the meter room to facilitate such inspection.

The cost of police assistance shall be borne by the petitioner.

Upon completion of the inspection, based on the inspection report, CESC shall take an appropriate decision regarding the grant of electricity connection in favour of the petitioner, strictly in accordance with law within a further period of two weeks.

Accordingly, WPA 14432 of 2025 is disposed of.

Urgent photostat certified copy of this order, if applied for, be supplied to the learned advocates for the parties on usual undertakings.
