The writ petition has become infructuous as the meeting dated September 27, 2021 has already been held.

The other prayer of the petitioner is that the Sub-Divisional Officer, Malda should be directed to dispose of the application under Section 11(1)(d) of the West Bengal Panchayat Act, 1973, expeditiously. This court is of the opinion that the said prayer can be allowed by directing the Sub-Divisional Officer, Malda Sadar to dispose of the application under Section Section 11(1)(d) of the West Bengal Panchayat Act, 1973 in accordance with law upon hearing all the parties.

Upon conclusion of hearing, a reasoned order shall be passed dealing with the contentions of the

parties. The order shall be communicated to all concerned.

It is expected that the said application shall be disposed of within November 18, 2021.

This writ petition is, thus, disposed of. There will be, however, no order as to costs.

All parties are directed to act on the basis of the server copy of this order.
