The learned advocate appearing for respondent no. 9 denies the allegation and categorically submits before this Court that no obstruction has been created by respondent no. 9 on the common passage.

This disputed factual issue cannot be adjudicated by this Court in the present proceeding.

It appears that the petitioner has already submitted a representation before the Prodhan of Baruipara-Paltagarh Gram Panchayat, respondent no. 7, seeking redressal of his grievance.

In view of the aforesaid circumstances, respondent no. 7 is directed to consider the petitioner's representation

appearing at page 35 of the writ petition, after affording an opportunity of hearing to respondent no. 9, and to pass a reasoned order in accordance with law.

Such exercise shall be completed within one month from the date of communication of this order. Accordingly, WPA 14671 of 2025 stands disposed of. Urgent certified website copies of this order, if applied for, be made available to the parties upon compliance with the requisite formalities.
