A report is filed by Mr. Shahi, learned Additional Government Pleader representing the State respondents which is signed by the Special Director of Employment on 29th January, 2026 and same is taken on record.

On perusal of said report, it appears that petitioner was not formally enrolled with the Employment Bank. However, petitioner was provisionally enrolled with temporary enrolment number as disclosed in the report on 9th December, 2023 subject to verification of particulars of the petitioner.

As per report, it appears that on due verification provisional enrolment was rejected on 11th December, 2023 by Sub-Regional Employment Exchange, Howrah due to information mismatch. Subsequently, said rejection was intimated to the petitioner by SMS to petitioner's registered mobile
number as a result whereof enrolment status of the petitioner was not confirmed.

Eligibility for unemployment assistance under Yuvasree (YUVASREE) Scheme is strictly governed by resolution dated 29th August, 2013 issued by the Labour Department, Government of West Bengal.

Clause 5 of the said resolution requires only applicant with valid and confirmed enrolment in the Employment Bank as a job seeker is eligible. 6.
As it appears from the report dated 29th January, 2026 that petitioner was not appropriately enrolled with the employment bank as job seeker. Therefore, petitioner is not entitled to get benefit under Yuva Utsaha Prakalpa (YUP)- 2013/Yuvasree.

Hence, no relief can be granted to the petitioner. 8.
Writ petition stands dismissed.

There shall be no order as to costs.
10. Urgent photostat certified copy of this order, if applied for, be given to the learned Advocates for the parties on the usual undertakings.
