From a letter of the District Primary School Council, Purba Medinipur dated 08.04.2013 it appears that the incumbent may seek appointment as Group D employee in any secondary school if he is otherwise eligible as per rules. Thereafter the petitioner has come up with a representation after 10 years, i.e., on 13.03.2023 (vide Annexure P-7 at page 29 of the writ petition). Because of such delay it can be presumed that there was no immediate financial crisis which can be tied over by giving one compassionate appointment. Therefore, the writ application is dismissed.
