On inspection, the CESC Ltd. found a space for construction of a meter room. The report filed today, indicates that upon construction of the meter room and upon payment of necessary charges, supply will be granted to the petitioner no. 1.

Thus, the writ petition is disposed of directing the CESC Ltd. to grant connection to the petitioner no. 1 if the construction of the meter room has been completed in the space selected by the parties during inspection.

The grievance of the petitioner no. 2 is that, in the absence of a meter in his name, average bills were being claimed from him.

The District Engineer, Calcutta Electric Supply Corporation Limited, respondent no. 4 herein, shall consider such grievance in accordance with law. It is the specific contention of the petitioner no. 2 that electricity is not being enjoyed by the said petitioner, although the bills are being sent to him.

Such issue shall be decided once the petitioner no. 2 approaches the District Engineer, Calcutta Electric Supply Corporation Limited, respondent no. 4, by filing a proper representation.

There shall be no order as to costs.

Parties are directed to act on the basis of the server copy of this order.
